A Resolution on Elections in the Texas Conference of The United Methodist Church

Several months ago, a group of pastors met because they had a shared passion for faithful and meaningful discussion about how we should elect our delegation to the General and Jurisdictional Conferences of 2020. Through prayer, relationship-building, and conversation, we decided that it would be a good and faithful thing to give the delegation to 2020 a chance to learn from 2019. Resolution on the Election of the General Conference 2020 Delegation at the Texas Annual Conference in 2018

Whereas, the 2016 General Conference of The United Methodist Church approved the establishment of a Commission on a Way Forward, whose membership has been selected by the Council of Bishops, and who has been tasked with exploring potential major revisions to the Book of Discipline concerning human sexuality and with identifying options for the future and unity of The United Methodist Church; and

Whereas, the Council of Bishops has voted to call a special session of General Conference for February or March 2019; and

Whereas, the Texas Annual Conference delegation to General Conference 2016 shall also serve as the delegation to the special session in 2019 and dissolve when the special session closes; and

Whereas, a regular session of the General Conference is scheduled for April or May 2020; and

Whereas, continuity between the two General Conferences will be essential, given that any action taken in 2019 will directly influence legislation proposed in 2020, and delegates in 2020 will need to be as informed and well-versed as possible about the decisions made in 2019; and

Whereas, there will be need for a consistent base of knowledge, confidence, and trust within the crucial one-year time between General Conferences; and

Whereas, any number of observers may attend General Conference without voice or vote, yet may fellowship and consult with the delegates from their Annual Conference outside business sessions;

Therefore, be it resolved that the election of the Texas Annual Conference delegation to the General Conference of 2020 be held during the Texas Annual Conference session of 2018.

Be it further resolved that the 2020 delegation attend the special session of General Conference in 2019 as observers in fellowship with the Texas Annual Conference delegation for the purpose of mutual advising and sharing crucial knowledge.

Be it further resolved that the election of the Texas Annual Conference delegation to the Jurisdictional Conference of 2020 be held during the Texas Annual Conference session of 2018.
